Roads, public safety, and utilities must be addressed upfront so costs are not shifted onto current taxpayers. Property rights and existing neighborhoods must be protected, agricultural and rural landscapes preserved, and partnerships between county and municipal governments strengthened to ensure accountable, balanced decision-making.
